Moderate accommodation in Panama City is really hard to find, and cheap one even harder. Still, there are a few options: in case you're looking for something more lush, the "Miramar Intercontinental" on Av Balboa would be the best option. At 100$ a night, the hotel isn't the most expensive thing to be found.
